Job Summary:
The Vice Chancellor for Finance and Administration serves as the chief financial officer for ASUTR and reports directly to the Chancellor. This position oversees critical operations, including finance and accounting, purchasing and contracting, facilities planning, budgeting, and auxiliary services such as the bookstore and food services.
Essential Job Functions:
- Provide leadership for daily fiscal operations and ensure effective collection, receipt, deposit, and disbursement of funds.
- Supervise student accounts and cashiering operations.
- Manage accounting, financial control, internal audits, and long-term financial planning in collaboration with the Chancellor.
- Keep the Chancellor informed on financial matters through regular reports and meetings.
- Develop the College’s budget and ensure expenditures align with the approved plan.
- Oversee procurement processes, contract services, and material acquisitions.
- Supervise physical plant operations, maintenance, and College vehicle usage.
- Support construction projects through budget and contract management while coordinating with architects and engineers.
- Administer inventory control and space-utilization programs.
- Oversee the College’s security program, custodial services, and auxiliary enterprises.
- Liaise with ASU System leaders and state entities such as the Arkansas Department of Higher Education and Arkansas Legislative Council.
- Provide financial oversight for auxiliary operations, including the Ritz, Athletics, Bookstore, and Foundation.
- Prepare detailed financial reports for the Chancellor, Board of Visitors, Board of Trustees, ASU System Office, and external agencies.
Required Knowledge, Skills, and Abilities:
- Demonstrated success in supervisory, administrative, and leadership roles.
- Ability to interpret and apply College policies and state procedures effectively.
- Proven experience managing multimillion-dollar budgets.
- Strong teamwork and communication skills.
- Proficiency in Microsoft Office Suite; experience with Banner or similar ERP systems is preferred.
- Ability to manage multiple priorities in a complex, high-demand environment.
Required Education and Experience:
- Bachelor’s Degree in Finance or a related field.
- Minimum of five years of experience in finance (higher education experience preferred).
Preferred Education and Experience:
- Master’s Degree in Finance or a related field.
